Launched in 2014, Asylum Access Malaysia’s on-the-ground operations include direct legal services for refugees and asylum seekers, Know-Your-Options trainings, and engagement with UNHCR and other stakeholders in Malaysia’s refugee rights movement.

However, as of September 2014, there are almost 150,000 refugees and asylum-seekers registered with UNHCR Malaysia.

In Malaysia, refugees do not have access to fundamental rights including legal status, safe and lawful employment, formal education and equal protection of the law, and are at constant risk of arrest, detention and exploitation.

\n\nAsylum Access Malaysia (AAM) is actively seeking applications from individuals passionate about social justice and refugee rights, and who are driven to make a positive impact in the lives of refugees living in Malaysia.

Volunteer Legal Advocates (VCAs) will commit to a minimum of six months in Malaysia where they will be supervised by the Legal Services Coordinator/Manager, and will work alongside other refugee advocates and fellow volunteers. A shorter period of commitment may be considered depending on the candidates qualifications and the needs of the office.
\n\n\n\n
Job Scope
\n\nLegal aid: VLAs will provide legal counsel and advice to refugees seeking asylum before the United Nations High Commissioner for Refugees (UNHCR) in Malaysia.
\n\tCommunity Outreach: VCAs will also be given the opportunity to participate in community legal empowerment initiatives, develop materials for Know-Your-Situation workshops and handouts for refugee community members, and participate in other activities to reach refugees where they are.
\n\tAdvise refugees on the Refugee Status Determination (RSD) process and assist them to understand their rights and domestic laws and policies that govern them.
\n\tConduct research on Malaysian laws and policies and analyze opportunities to extend domestic legal protection to refugees and asylum-seekers in Malaysia, and research on Country of Origin (COI).
\n\tAssist with the general administrative duties of the office, including helping to build administrative capacity within the office to meet demand as AAM grows.
\n\t\n\n
Qualifications
\n\nDegree in Law (specialization in International Law, International Refugee Law or International Human Rights Law an asset).
\n\tExperience working in direct clients services, ideally with asylum seekers or in human rights, as well as a strong passion for social justice work.
\n\tExperience working in a non-profit or legal aid setting with limited resources, ideally in the global south or working cross-culturally, preferably in Southeast Asia.
\n\tProfessional written and verbal English is required, knowledge of other languages (Burmese, Arabic, Tamil, Urdu, Somali, Farsi, French) very helpful.

Internship Opportunity
\n\nAsylum Access now has year-round openings for internships. Candidates will be able to start immediately and will assist the organisation for a minimum of 1 month. Interns will have the opportunity to gain experience with an international refugee rights organisation, and particularly, some of the following:
\n\n\n\n
1. Conducting research on:
\n\ninformation on countries of origin of refugees and asylum-seekers;
\n\tinternational human rights laws, policies, and frameworks, as well as Malaysian laws and policies;
\n\tcomparative frameworks and best practices on refugee protection globally;
\n\tASEAN and other regional frameworks and policies;
\n\thuman resource policies; refugee legal aid standards and practices; legal, financial, and operations framework governing NGOs in Malaysia, refugee rights, and human rights in Malaysia;
\n\t\n\n
2. Following training on (i) United Nations High Commissioner for Refugees (UNHCR) referral process, (ii) interviewing vulnerable clients and (iii) working with interpreters, interns will be assisting the legal services team in referring vulnerable refugees and asylum seekers to NGOs and UNHCR. This includes:
\n\n\n\n
Scheduling clients for interviews
\n\tMaking calls to screen and prioritise potential referrals for intake interviews
\n\tConducting client interviews
\n\tDrafting UNHCR Partner NGO referrals and referrals to other NGOs
\n\tWorking with interpreters
\n\t\n\n
3. Assisting the Legal Services and Community Legal Empowerment team by updating written materials, supporting the interpreter training program as well as outreach to refugee communities;
\n\n\n\n
4. Assisting with other administrative and operational tasks as required.
\n\n\n\n
Qualifications
\n\nPreferred qualifications include:
\n\nA Bachelor's degree, preferably in Law (current law students with research experience are also encouraged to apply)
\n\tDemonstrated passion in human rights issues
\n\tSome research experience (in any capcacity)
\n\tResourcefulness and initiative
\n\tFamiliarity with the Malaysian political context
\n\tTime management and organisational skills
\n\tOwnership and responsibility for tasks delegation
\n\tAbility to speak and write professional English
\n\tAbility to work independently
\n\t\n\n
Individuals who have experience in social work, community empowerment programs, PR and campaigning, fundraising, and human resources management are also encouraged to apply.
